Overhauling Employee Onboarding at the DoD

The Department of Defense is modernizing its onboarding process, aiming to unify and automate the current 90-step approach, thus ensuring new hires can operate effectively from day one.

The Department of Defense (DoD) is spearheading a comprehensive overhaul of its employee onboarding process, which currently involves approximately 90 steps. This initiative aims to enhance efficiency for new hires within the Office of the Secretary of Defense (OSD), acknowledging that the existing framework is often disjointed across its 19 components.

Approved by Deputy Defense Secretary Kathleen Hicks, the new strategy seeks to unify and modernize the onboarding experience by automating many of the individual processes that have previously slowed down integration. Danielle Metz, the former chief information officer of OSD, emphasized that the real barrier to effective onboarding has not been technological but rather the lack of a coordinated business approach. This sentiment highlights the need for a clear ownership of the onboarding process across the organization.

Challenges such as delays in acquiring Common Access Cards for new employees will be addressed by preemptively requesting these essential credentials once an offer is accepted. This change is expected to enable new hires to access their roles more effectively right from their start date. Furthermore, the full implementation of the Defense Civilian Human Resources Management System (DCHRMS) is anticipated to streamline processes within a couple of years, aiming for integration and simplification of data handling.

The immediate reforms suggest creating an 'onboarding management team' tasked with overseeing progress and ensuring new employees are ready from day one. In tandem, the DoD is developing a dashboard to measure hiring timelines and onboarding efficiency. This data-driven approach will facilitate better understanding and tracking of workflows, ultimately reducing delays and fostering a more engaged workforce.
